The Wolf administration is taking on state lawmakers who oppose the more than $12 billion in tax hikes the governor is proposing over two years, but the mailers being sent into the districts of Republican lawmakers do not offer the full picture. America Works USA, a nonprofit with ties to the Democratic Governors Association, went on the attack after every House Republican and Democrat voted down the Wolf tax plan. The tax hikes would increase the Personal Income Tax and state sales tax and would expand the sales tax to include hundreds of consumer items and services not presently taxed. Roughly 97 percent of the burden would fall on Pennsylvania taxpayers.
